Congratulations to you Louise Mushikiwabo,&#8221; President Kagame tweeted in French.<\/p>\n<p>The Head of State also interacted with young Armenians at the Foundation for Armenian Science and Technology (FAST). The body focuses on building an ecosystem that drives technological innovation and scientific advancement.
